Program: Fire fatalities and injuries still occur for existing unsprinklered multi-family buildings. When there are fires, often the rebuild does not include sprinklers and existing building codes for rebuilding are unclear and ambiguous where the threshold lies for rebuilding with fire sprinklers, fire alarms, and “bringing it up to code”. This panel discussion uses three case-studies that outline the problem and local solutions for others to model and use.

Fire survivor & legislative stakeholder Kim Denson will share the story of how she lost her daughter Kaitlyn Denson in an Austin Apartment Fire on July 15, 2019.  Fire survivors, like Kim, want the loss of their loved ones to not be in vain.  Kim wants to educate and legislate multi-family retrofit. 

Three Texas Fire Marshals Tim Ippolito, Kelly Kistner, and David Kerr will provide case studies of how they educated their stakeholders including community leaders, survivors, developers, and legislated new retrofit codes in their community to prevent major multi-family fires in older buildings - “Burn Me Once – Don’t Burn Me Again”.

Moderator Jeffrey M. Hugo, CBO, will facilitate this discussion panel while providing current and proposed codes and standards that could help all jurisdictions better protect their multi-family occupants through fire protection retrofit.

Participants will be learn about:

1) Three case studies of multi-family building life cycles: One tragedy and two successfully implemented retrofit codes.
2) Community leader stakeholder education programs that prepared and persuaded retrofit code adoption.
3) Multi-family risk scoring and inspection programs.
4) Other code adoption options: tenant disclosure, tenant education, building placards.
